I have let domain name lapse on purpose, now want to delete associated website. Homestead is not letting me delete site because of this past association. How do I proceed?

Hi there, My website has been inactive since 2018. My non-profit did not have the funds to use and maintain the website. Our finances will change this year. How much does it cost to activate our website, with the same features we had in 2018, so we can continue with our work?
