Putting Website in Mobile Format

I have two websites under two (2) accounts. 

My Choices for Change Counseling website was created and can be edited with Websites Manager and "powered by Web.com."  There is not a way to edit a mobile version. 

My other website is edited with Homestead Editor and has a way to publish a desktop and mobile version.

Is there a way to transfer my first website to the Homestead Editor version so I can have a desktop and mobile website up?  If so, please instruct me how to do so.  Thank you for your help!
