New website upload

Hi.  I am having my website done by a professional company.  They have requested the C Panel access (or whatever its called), for them to upload the new site.  If this is something that cant be done, then I would have to look for hosting solutions, and if this is the case, then I need to know how to move my domain to the new provider.  How would I get control of my domain?
