To lock an image in Homestead, select the image, find its general options (often a gear or settings icon), and choose the Lock feature; this prevents it from moving when other elements shift, but you might also look for a "Positioning" menu to toggle "Lock Item" for free placement, though Homestead's interface can vary, so check its Help Center for exact steps.
Here are the common methods for locking elements in website builders, which usually apply to Homestead:
This video shows how to use docking and positioning in a website builder.

Method 1: Using General Image Settings (Most Common)
  1. Select the image you want to lock.
  2. Look for the Settings/Options icon (often a gear, three dots, or general options icon) associated with that image.
  3. In the menu that appears, find and click the Lock option.
  4. Tip: A keyboard shortcut might be pressing the L key while the image frame is selected.
Method 2: Using a Positioning Panel
  1. Click on the image.
  2. Look for a Positioning option in the left sidebar or a toolbar.
  3. Toggle a setting like Lock Item or Lock Position to keep it fixed, notes the Designrr Help Center
What Locking Does
  • A locked image stays put even if you add or move other content around it.
  • Unlocked images will flow around the locked image.

You might also try using CONTAINERS in the sections you want stuff to stay in.  Remember that in WebsiteBuilder, everything you add becomes like a new "layer" and it has a tendency to put all the new stuff  in odd places especially in mobile.  Containers show as a BOX and you put your elements (photos, text etc) INTO the box and it stays put.  The container can be found in the ELEMENTS menu near the top.  It will likely be a colored box (so you can see it while working with it)  You can change it to transparent or a matching color in the ADVANCED menu under STYLE.
