Site Error 404, still have it

Site Error 404, still have it, no one is contacting me on how to get rid of this site error 404 page with nothing on it but my site's wallpaper background. It created itself 4 years ago and this is disrupting anyone trying to utilize/view my site on their cell phones. SOS

404 page does not count toward your page allotment.

"The HTTP 404 Not Found Error means that the webpage you were trying to reach could not be found on the server. It is a Client-side Error which means that either the page has been removed or moved and the URL was not changed accordingly, or that you typed in the URL incorrectly."
Generally there's no need to make any adjustment. Removing the 404 page may disable your customer to be directed to your site. 404's may be produced by page name changes.

None of this on the "client end" >i.e. mine<:  the page was not removed or moved nor the url changed, by me or touched by me wherever that may have even been. I had done nothing; this just started happening/occurred 4 years ago out of the blue.

Thanks, I got rid of half of the issues regarding error 404 and do not have the extra blank pages on my published URL however I still have that extra page name in website manager page list of "Site Error 404". I'm not worried unless it's tied to the other problem that I posted in here for help.
